The July 10 Declaratory Ruling by the Federal Communications Commission (FCC) revising the Telephone Consumer Protection Act (TCPA) has brought concern and confusion to market and survey researchers. The ruling addressed a number of issues, including the definition of an autodialer, consent and reassigned (ported) phone numbers.
